Pacific International Lines (PIL) has signed a memorandum of understanding with ABS under which the classification society will verify fuel consumption, transport activity and emissions data across PIL’s fleet.

The agreement supports PIL’s participation in Book and Claim registries, which allow the emissions benefits of low- and zero-emission fuels to be separated from their use on specific vessels or voyages. ABS will act as an independent third-party verifier of the data underpinning PIL’s emissions reduction claims.

In a joint statement, the companies said the arrangement will ensure the consistent assessment of reported data as Book and Claim models are applied across PIL’s operations, which will enable cargo owners and charterers to claim emissions reductions on routes where such fuels are not physically available.

Abhishek Chawla, Chief Marine Officer at PIL, said: ‘PIL is committed to advancing practical decarbonisation solutions for customers and industry. Our MOU with ABS enhances oversight and independent assurance for Book and Claim, ensuring consistent and reliable assessment of emissions and fuel data. This supports broader adoption of low- and zero-emission fuels as their availability grows, while maintaining accuracy in emissions claims.’

Rostom Merzouki, ABS Vice President of Global Sustainability, commented: ‘ABS is committed to helping clients navigate maritime digitalisation with clarity and confidence. As digitalisation accelerates, independent data verification is essential to building the trust that drives meaningful progress. ABS brings deep technical expertise to this work, and we are pleased to support PIL’s commitment to reducing emissions across its fleet.’

Emissions reductions that are associated with alternative fuels under a Book and Claim system are tracked and transferred independently of the underlying fuel delivery. This allows the benefits to be allocated across a fleet or customer base rather than tied to a specific voyage.

The companies said the collaboration will focus on data transparency, consistency and verification processes. The agreement is aligned with IMO emissions reduction targets and forms part of PIL’s broader approach to monitoring and reporting emissions.

The use of third-party verification is a key component in the development of Book and Claim registries, particularly where emissions reductions are reported across multiple counterparties. Verification frameworks reduce the risk of inconsistent reporting and support the credibility of emissions claims linked to alternative marine fuels.
